Paraphrase telegram from the Governor of Hong Kong

to the Secretary of State for the Colonies.

Dated 25th November.

(Received Colonial Office 6.a.m. 25th November 1924)

ShippingControl Profits. Your confidential despatch

of the 20th of October refers. What follows is secret

and Personal. The Unofficial members could I believe

be induced by me to agree to these profits being handed

over for the purpose of the Singapore base, if that

project is being preceeded with. I will sound them if you agree. There would however be no chance of their

agreeing unless the opposition of the Admiralty to our

scheme in regard to the Kowloon Ferry is withdraw. your despatch No.232 of the 28th of July.)
